Athletic Program

 
 

RESPONSIBILITY FOR THE ATHLETIC PROGRAM

 

  1. The principal is responsible for the administration of the athletic program of the school.

     

  2. The school athletic director shall be responsible to the principal for such details as are required in conducting the athletic program.

     

  3. The school athletic director shall have the following powers and duties:
    1. To be responsible for the conduct of the athletic teams.
    2. To assist the principal in the assessment of the coaching staff after each season.
    3. To promote harmony and good conduct among the coaching staff.
    4. To be responsible with the coaches to see that all athletes meet requirements in regards to physical examinations.
    5. To be responsible with the coaches to see that all athletes have paid the equipment and materials fee before equipment and supplies are issued.
    6. The athletic director or a representative is to be present at all times when the school hosts an athletic event.
    7. To see that an eligibility list is prepared and submitted to the Minnesota State High School League.
    8. To negotiate all non-conference game contracts and agreements involving athletics.
    9. To be responsible for the dissemination of all materials and information pertinent to the sound promotion of athletics.
    10. To inform coaches and players of the rules and regulations of the Minnesota State High School League.
    11. To be responsible for preparing a budget and the purchase and care of equipment and supplies. Athletic equipment cannot be used by outside teams, organizations or individuals.
    12. To keep records of letter and award winners in all sports and to work to promote standardization of awards on a city-wide basis.
    13. To arrange for band and marching units to perform at athletic events and to be responsible for the conduct of cheerleaders and marching units at such events.
    14. To publicize athletic events in the school.
    15. To act as liaison between the middle school and senior high school in matters pertaining to athletics.

     

  4. Coaches
    1. Only coaches assigned by the Board of Education or its authorized agents and paid by the Board of Education specifically for coaching duties, shall coach teams of the middle or senior high schools in the St. Paul Public School system.
    2. All professional meetings involving coaches and after-school time take precedence over coaching assignments.
    3. Coaches are expected to conduct themselves in a manner that will reflect good sportsmanship to those under their direction. Misconduct Rule: the removal of a coach from a game/match will require immediate review of the circumstances by the principal and athletic director before the next contest, conference or non-conference. It will be the coach's responsibility to report the incident to the athletic director within 24 hours. Failure to report the incident will result in strict disciplinary measures. The first offense will result in a letter of reprimand in the coach's personnel file.
    4. The coach shall be responsible for the normal duties delegated to a coach in interscholastic competition:
      1. The health and safety of the players
      2. Inter-school relations
      3. Scouting
      4. Informing players regarding Minnesota State High School League and school eligibility rules.
      5. To be responsible with the athletic director to see that all athletes have physical examinations, have paid the equipment and materials fee, and are informed of the procedure to be followed in reporting an injury.
      6. All coaches will submit a summary of their season to the athletic director for the school file.

     

  5. Spectators
    1. Fan behavior must be maintained during all sporting events, both indoor and outdoor.
    2. Behavior expectations:
      1. Respect of our flag and National Anthem
      2. Use of appropriate language -- no profanity, negative chants, booing, trash talking, or name calling
      3. Respect everyone -- treat each person the way you would want to be treated. Personal attacks and taunting are unacceptable.
      4. Respect the game -- do not interfere with it.
      5. Display only positive signs and do not use noisemakers.

 

REGULATIONS FOR THE HANDLING OF SCHOOL ATHLETIC FUNDS

 

  1. The school athletic director shall administer the athletic funds under the supervision of the principal.
  2. All monies derived from athletic contests or activities shall be deposited with the school bursar.


TICKETS AND PASS POLICY

 

  1. Punch Cards:
    1. Beginning in the fall of 2009, punch cards will no longer be sold by the St. Paul Public Schools.

     

  2. Gate Tickets
    1. Student and adult tickets will be printed under supervision of the office of Athletic Council.
    2. Adult and student tickets for basketball, football, gymnastics, hockey, swimming, volleyball, and wrestling will be sold only at the gate of the game site. Cost: adults -- $5.00, students -- $3.00. A form of identification may be requested for admission to some athletic contests.
    3. Children tickets are not sold. Children aged 6-12 years must purchase tickets at the student rate. Children aged 1-5 years will be admitted free when accompanied by an adult. Senior citizens (62 years old and older) will be allowed to purchase tickets at the student rate (this is not allowed at hockey arenas).
    4. At the end of the fall and winter seasons, all unsold tickets will be returned to the office of the Athletic Council Secretary within one week after the final game. The school will be charged for tickets not returned within this time.
    5. The number of tickets sold will be determined by subtracting the number of tickets returned from the number received by the school.
    6. Schools will be held accountable for all tickets received.

     

  3. Passes:
    1. St. Paul staff will be admitted free to conference athletic events by showing their employee picture I.D. badge. The badge admits the bearer and one guest.
    2. A limited number of employee passes (25) will be issued to each athletic director to be distributed at his/her discretion. The privilege of this pass is not transferable, being good only for admission of the persons named thereon. Identification may be requested at the gate and violators of this privilege will have their pass revoked.
    3. Coaches who are members of the State Coaches' Association will be admitted without charge to any conference game upon presentation of their membership card.
    4. Retired or past coaches may apply in writing to the Athletic Council for an employee pass.
    5. Employee passes will not be honored at some of the Twin Cities Games/Matches.

     

  4. Marching Units
    1. A school marching unit supervised by the faculty, practicing regularly and completely uniformed will be given the privilege of free admission when performing. This includes pompom girls.

     

  5. Band:
    1. Band members of the participating schools will be admitted by uniform.
