ST. PAUL CITY CONFERENCE: Baseball Guidelines

 

  1. The baseball coaches will meet on Thursday, March 16, 2017, 3:30 p.m. at Como Park H.S. All varsity coaches must attend this meeting.

     

  2. Opening date for practice will be Monday, March 20, 2017.

     

  3. All coaches are encouraged to join the St. Paul Coaches Association and the Minnesota State Baseball Coaches Association. Failure to join the state organization will result in making any player chosen to play in the Metro versus the Out State ineligible.

     

  4. The St. Paul City Conference will follow the National Federation Baseball Rules. The 10-run option has been adopted by the MSHSL and must be adhered to in all conference games.

     

  5. Permits for the use of playgrounds for conference games will be handled through the District Office. Permits for the use of playgrounds for non-conference games should be obtained directly from the director of the playgrounds.

     

  6. If weather conditions before 1:00 p.m. necessitate postponement of the game, the home team will notify all concerned. If weather conditions are doubtful, a ruling on the postponement of the game will not be made until 1:00 p.m. It is impossible for the District Office to anticipate or know definitely the condition of the fields so the home team coaches must accept the responsibility of notifying the Athletic Director in charge if a postponement is necessary. If an umpire appears for work because the Athletic Director in charge was not notified in time, the school will be required to pay him. Postponed games will be rescheduled by the two schools involved on the first available date.

     

  7. Visiting teams shall be ready to play at the agreed time.

     

  8. The home team is responsible for supplying game balls. The official conference baseballs are the Rawlings (Major League), Diamond (D-Pro or Major League), or Wilson.

     

  9. Both teams will hit at home.

     

  10. Ground rules must be agreed upon with the umpire before the game starts. In case an agreement is not made, the decision of the umpire will be final.

     

  11. All participating players must be in complete school uniform. Each batter and base runner must wear a head protector.

     

  12. The two coaches should do everything in their power to start the ball game on time.

     

  13. The coach may occupy the coaches' box at first or third base providing he is in the uniform of his team.

     

  14. Five innings must be played to constitute a game, but a regulation conference game, without interference, shall be seven innings.
    1. Any game called before five innings will be rescheduled on the next available date and will resume at the exact point it was called. The line-up, batting order and game situation shall be the same as it was at the time of the suspension.
    2. Any game that is called after it is a regulation game with a tie score, shall be a suspended game. A suspended game shall be continued from the point of suspension at a later time. The line-up, batting order and game situation shall be the same as it was at the time of suspension.
    3. In the event of bad weather, once the game has started, varsity games will be suspended (not ended after four innings). The game will be resumed as soon as possible exactly how it left off.

     

  15. After each home game, the coach is responsible to have umpires complete the Independent Contractors voucher and return to the District Office immediately following the game. All information on these forms must be filled in. In case of a suspended game, have umpires complete a form for each day, noting number of innings worked on each sheet.

     

  16. Protests on decisions involving judgment will not be accepted. Protests which come about because ground rules have not been agreed upon will not be accepted.

     

  17. A pitcher is prohibited from pitching on a baseball team outside the conference until his team has completed its season.

     

  18. Coaches are to notify the school athletic director of game results the morning of the next school day for the weekly district report.

     

  19. Coaches are to notify the conference representative concerning their players and team statistics. These statistics appear weekly in the metro newspaper.

     

  20. Misconduct - M.S.H.S.L.

     

  21. All-Conference selections will be made at the post-season meeting. The selection system is based on .5 for each win in the conference (i.e., if a team's record was 6-4, this would result in three All-Conference players).

     

  22. Speed-up rule - a substitute may run for the pitcher or catcher (not the D.H.). A pinch runner may only run once in an inning. Five warm-up pitches are allowed before each inning.

     

  23. The HOME team is responsible for reporting the score to the district office for website posting. TWIN CITIES BASEBALL GAME


DATE: Monday, May 22, 2017

PLACE: Mpls. site

 

  1. The winner of the St. Paul City Conference will represent St. Paul in the Twin Cities Game.

     

  2. In case there is a tie for the conference championship, the school that has not participated most recently will automatically qualify for the Twin Cities Game.

     

  3. Ticket Prices (available at the gate only):
    1. Student -- $4.00
    2. Adult -- $6.00

     

  4. Passes -- Conference employee passes or identification cards will not be honored.

     

  5. Seven innings will be played.

     

  6. Minneapolis will be the home team for the 2017 Twin Cities Game.
